The Government of the Virgin Islands has announced plans to introduce an official Residency by Investment (RBI) program aimed at stimulating the economic development of the state. This decision was made on January 13, 2025.
It is worth noting that this program will focus specifically on obtaining a residence permit, not citizenship.

Why is it important for the Government of the British Virgin Islands to launch a residency permit for investment program?
Prime Minister Natalio Wheatley reported that the program will generate revenue from fees for obtaining a residence permit and taxes on new businesses. RBI is aimed at developing the economy, creating jobs and attracting investment in various sectors of the economy.

Key Features of the BVIR Program
It is currently known that the BVI Residency by Investment Program will have a number of features:
- Residency, not citizenship – the BVIR program focuses on obtaining a residence permit and does not offer accelerated paths to citizenship.
- Quota system – a limited number of permits will be offered to avoid excessive strain on the country’s resources.
- Joint verification – applications will be double-checked by the investment and immigration authorities to ensure transparency.
- Legal framework – the program operates under the Immigration and Passports Act and complies with established laws.
Investors will be eligible to apply for a BVI passport after 5 years of residence in the country.
Holders can apply for full British citizenship by investment after meeting the BOTC requirements.
Back in 2020, the government of this country announced its readiness to open such a program, but for some reason the launch did not take place. The government plans to soon finally determine the investment thresholds and eligibility criteria.
