Uzbekistan announces expansion of Golden Visa program to attract foreign investors: available investment migration paths, requirements and benefits

From June 1, 2025, Uzbekistan will launch a new “Golden Visa” program aimed at attracting foreign investors and their families by offering a simplified path to obtaining a long-term residence permit. This initiative, approved by presidential decree dated April 18, 2025, grants a five-year residence permit to applicants who meet the requirements and make a significant financial contribution to the country's economy:
- USD 250,000 - for the main applicant
- USD 150,000 - for each family member (spouse, children, parents).

Three ways of investment migration to Uzbekistan
From June 1, 2025, a new option for investment migration will officially operate in Uzbekistan, which will complement the already existing programs. The new mechanism does not cancel the previous options, but creates a third way for those who seek to obtain the right to reside in the country through investment.
1. Uzbekistan Investment Visa (Presidential Decree UP-5611 as amended in 2019)
Under this program, investors can choose one of two investment levels:
- Three-year residence permit with the possibility of extension – investment of about 250,000 USD (8,500× Basic Settlement Amount) in the form of authorized capital or capital investments in a company registered in Uzbekistan.
- Ten-year residence permit with the possibility of extension – investment of 3 million USD in enterprises engaged in the production of goods or provision of services.
What are the advantages of an Uzbekistan investment visa?
- Possibility of including family members (husband/wife, parents and children) at no additional cost.
- No restrictions on citizenship.
2. Obtaining a residence permit through real estate investment (Presidential Decree UP-5611, Appendix 6, as amended by UP-101)
This path involves investing in real estate according to the region:
- 300,000 USD – Tashkent and Tashkent region (reduced from 400,000 USD).
- 200,000 USD – the cities of Samarkand, Bukhara, Namangan, Andijan, Fergana and Khorezm.
- 100,000 USD – regions, including the Republic of Karakalpakstan and others.
What are the advantages of obtaining an Uzbekistan residence permit through real estate investment?
- Permanent residence permit (permanent card).
- Free inclusion of family members.
- Available to citizens of about 85 countries.
3. New path through charitable donation (Presidential Decree PF-67 of April 18, 2025)
The new option allows you to obtain the right to reside by making a one-time contribution to the state account:
- 250,000 USD - for the main applicant.
- 150,000 USD - for each family member.
Conditions of the new residence permit in Uzbekistan for investment:
- The residence permit is issued for a period of five years (details of renewal are still being specified).
- The program is open to citizens of all countries without restrictions.
Important! For families, the contribution increases significantly: for example, for a family of four, the total cost will be 700,000 USD. This may make the option of purchasing real estate more profitable for large families.
What else does the government of Uzbekistan need to do before the citizenship by investment program becomes operational?
Before the program starts, that is, by June 1, 2025, the government must adopt detailed bylaws that will determine:
- Account numbers and the procedure for transferring funds.
- Official requirements for applications and documents for their consideration.
- Requirements for preventing money laundering.
- Rules for renewing the permit after the expiration of the five-year period.
- Clarifications on the possibility of counting the period of residence under the new program towards the requirement for naturalization.
Until the adoption of the relevant resolution of the Cabinet of Ministers and the Ministry of Internal Affairs, banks are not entitled to accept payments under this program.
The introduction of the new Golden Visa program opens up more opportunities for investors to obtain a long-term residence permit in Uzbekistan. Three available routes provide flexibility depending on the goals and financial capabilities of applicants.
