What services will increase in cost in Hong Kong from 8 September 2025?

From September 2025, Hong Kong will increase the cost of a number of the following services:

1. Immigration permits and documents

- Seaman’s identity card – from 310 to 430 Hong Kong dollars.

- Ordinary visa (category "others") - from 230 to 330 HKD.

- Transit visa - from 120 to 170 HKD.

- Change of conditions of stay (including extension of the period) - from 230 to 330 HKD.

- Multiple re-entry permit - from 170 to 210 HKD.

- Re-entry permit (single-entry) - from 55 to 70 HKD.

- Entry permit (single-entry, category "others") - from 230 to 330 HKD.

- Entry permit (multiple-entry, validity 1 year) - from 470 to 670 HKD.

- Entry permit (multiple-entry, validity 3 years) - from 935 to 1350 HKD.

- Travel document validation (general type) – from 240 to 350 HKD.

- Identity document (7 years, 44 pages) – from 285 to 325 HKD.

- Identity document (7 years, 92 pages) – from 370 to 450 HKD.

- APEC Business Travel Card (up to 5 years validity) – from 540 to 700 HKD.

- APEC Card replacement – ​​from 210 to 260 HKD.

- Travel document (up to 3 years validity) – from 760 to 920 HKD.

2. Passports

- Adult passport (32 pages) – from 370 to 430 HKD.

- Adult passport (48 pages) – from 460 to 520 HKD.

- Child passport (32 pages) – from 185 to 215 HKD.

- Child passport (48 pages) – from 230 to 260 HKD.

3. International document delivery

- Express delivery to North America or Europe – from 220 to 310 HKD.

- Express delivery to the Asia-Pacific region – from 165 to 210 HKD.

- Registered airmail – from 47 to 60 HKD.

Why did Hong Kong decide to change the prices for visa services?

According to officials, the tariffs have not changed for years and no longer cover the actual cost of services. The new amounts will allow government agencies to ensure the proper quality and speed of document processing without resorting to budgetary subsidies.
