Immigration reform in UK 2025: new rules, citizenship, visas, deportations

The UK is set to radically change its immigration rules in 2025, with new requirements for visas, citizenship, employment and study. Find out how this will affect migrants and what to expect next
In 2025, the UK announced the most extensive reform of the immigration system in decades. The Labour government led by Keir Starmer decided to radically change the rules for entry, legalization, obtaining British citizenship and employment of foreigners. These measures are a response to public discontent, pressure from right-wing political forces and the rapid growth of immigration to the UK in 2025 after Brexit.

What does the UK migration policy reform 2025 entail?
Strengthening control at all stages
All visa categories – work, student, family – are now subject to enhanced control. Simplified routes have been abolished, and requirements for legalization and integration have increased. According to Prime Minister Starmer, the goal is “to restore citizens’ trust in the system and not turn the country into an island of strangers”.
This means a radical overhaul of the UK visa system, which will affect every foreigner.
Path to citizenship: +10 years
The waiting time for obtaining permanent status (ILR) and obtaining British citizenship has been increased from 5 to 10 years of residence in the country. This applies to all categories: workers, students, family reunification, etc.
English is mandatory for everyone
Basic English proficiency is now mandatory for all adult members of the applicant's family. Without a certificate - visa refusal.
Qualifications above all
Employment visas will be issued only to qualified specialists with higher education. The employer must be an approved sponsor, and the job offer must meet the requirements in terms of salary and qualifications.
Automatic deportation of offenders
Foreigners who have committed criminal offences in Britain will be automatically deported - regardless of the length of their sentence. This provision has already drawn criticism from human rights activists.
Fewer visas for carers
The government is reducing the number of visas for low-skilled sectors, including care. Such workers can now only come if they have a licensed employer and a formal contract.
Reduction in the number of benefits for students
The period of legal stay in the country after studying (Graduate Route) has been reduced. Students' access to family reunification and their right to change visa status within the country have been restricted.
These new rules for migrants in the UK significantly limit the possibilities of adaptation after graduation.
Why did the UK decide to make such changes?
The main reasons for approving the new reform of the UK's migration policy are:
- 906,000 migrants per year - record immigration to the UK in 2025.
- Political pressure from far-right parties, especially Nigel Farage's Reform UK.
-Public demand for new rules for migrants in Britain that will limit access to social benefits.
- Criticism of the previous liberal system that contributed to the growth of shadow migration and social burden.
Reaction to the reform: criticism, support, risks for the economy and human rights
- Left-wing politicians and trade unions accuse the government of betraying principles and playing into the hands of right-wing populists.
- IT companies and academic institutions fear the loss of foreign talent.
- The care and medical sector declares the risk of a staff shortage.
- Human rights activists warn: the rhetoric of the authorities contributes to the growth of xenophobia.
Great Britain is no exception: a trend across Europe
In 2023–2025, similar tightening of immigration rules took place in Germany, France, the Netherlands, Poland, Denmark, Finland, Austria, Hungary, and Italy. The European trend is to reduce migration flows, increase controls and speed up deportations.
What can expats in the UK expect next?
Prime Minister Keir Starmer has made it clear: “If necessary, we will go further. I guarantee: migration will decrease.”
It is expected that further changes could be introduced as early as the end of 2025 – depending on the outcome of the European elections and the dynamics of the migration crisis.
Immigration reform in the UK is not just a bureaucratic change of rules, but a political statement aimed at changing the course of the country. It affects millions of migrants, including students, professionals, families and asylum seekers.
