Thailand has updated its rules for transporting liquids in hand luggage to improve passenger safety and align requirements with international standards. Thailand recently updated its aviation security regulations for liquids in hand luggage, bringing them into line with international standards to enhance passenger safety. The updated regulations were published in the Royal Gazette on April 22, 2025, and are effective immediately. The changes, implemented by the Civil Aviation Authority of Thailand (CAAT), apply to all travelers departing from Thai airports, including Suvarnabhumi and Don Mueang.

New Liquids in Hand Luggage Rules in Thailand in 2025
According to the new rules, passengers are allowed to carry liquids, aerosols and gels (LAGs) in their hand luggage, provided that the following conditions are met:
- Container size
Each liquid must be in a container with a maximum capacity of 100 milliliters (ml), even if the container is only partially filled.
- Packaging
All containers must be placed in one transparent plastic bag that has a resealable zipper, the total volume of which does not exceed 1 liter. The recommended size of the bag is 20 x 20 centimeters.
- Quantity
Only one such plastic bag is allowed per passenger.
- Presentation at the checkpoint
Passengers must present the plastic bag separately at the security checkpoints for inspection.
- Keep large liquids in your luggage
You must check in any liquids, gels or aerosols in containers that are larger than 100 millilitres or have a total volume of more than one litre as baggage.
These measures apply to all 28 airports under the jurisdiction of CAAT.
Prohibited items under the new LAG rules
The updated rules define a list of items that are prohibited in hand luggage if they exceed the 100ml limit:
- Beverages: water, soft drinks, alcohol.
- Food: soups, sauces, jams, stews, curries and nam prik (Thai chili paste).
- Personal care products: creams, lotions, oils, perfumes, sprays, gels, toothpaste, shampoo, shower gel, shaving foam, deodorants, mascara, lip gloss and lip balm.
It is important to note that even if the container contains less than 100 ml of liquid, it is prohibited to carry it if the capacity of the container exceeds 100 ml.
Exceptions to the restrictions on liquids for carry-on luggage to Thailand
In Thailand, some items are exempt from these restrictions, provided they are declared and presented at the security checkpoints:
- Medicines: Essential medicines required during the flight are allowed, provided a doctor's prescription or a medical certificate in the passenger's name is presented.
- Baby food: Baby formula and baby food required for the flight are allowed.
- Special dietary items: Allowed items that are required to meet specific dietary needs during the flight.
- Duty-free purchases: Liquids purchased from airport duty-free stores are allowed in carry-on luggage as long as they are packed in sealed, protective bags and the receipt is clearly visible. These items must not show any signs of damage and must have been purchased on the day of travel.
Other important rules for carrying items in carry-on luggage in Thailand
Travelers should also be aware of the rules for other items:
- External chargers: As of March 15, 2025, airlines such as Thai Airways and AirAsia prohibit the use or charging of external chargers on board. Passengers are allowed to carry external chargers in their carry-on luggage, but are not allowed to use them during the flight. External chargers remain prohibited in checked baggage.
- E-cigarettes: The import, sale and use of e-cigarettes and vaping devices are strictly prohibited in Thailand. Violations can result in fines or imprisonment.
