In 2025, the Donald Trump administration plans to significantly expand the list of countries whose citizens will be restricted or completely banned from entering the United States. These are 36 new countries, mainly from Africa, the Caribbean and Asia. What happened: a new ban on travel to the United States
An internal diplomatic cable from the US State Department states that 36 countries have 60 days to comply with new standards of security, identity checks and cooperation in the field of migration. If this is not done, their citizens may face a full or partial ban on entry to the United States.
Which countries are at risk?
The list includes African countries (25 out of 36), as well as countries from the Caribbean, Asia and the Pacific. Citizens of the following countries are at risk:
- Africa: Nigeria, Ethiopia, Egypt, Ghana, Cameroon, Zimbabwe.
- Caribbean: Antigua and Barbuda, Saint Lucia, Dominica.
- Asia and the Pacific: Syria, Bhutan, Tonga, Vanuatu.
Reasons for the restrictions
The US has given a number of reasons why these countries may be excluded from visa-free or visa-prescribed access:
- Weak government systems that do not guarantee secure verification of identity.
- High rates of visa overstays by citizens of these countries.
- Denial of repatriation of persons deported from the US.
- Security risks – fraud, suspicious “citizenship by investment” programs, anti-American actions.
How much time do countries have to respond?
By 8:00 a.m. Eastern Time on a specified date, governments must submit initial action plans and demonstrate full compliance with the new requirements within 60 days. Failure to do so could result in:
- A complete ban on entry.
- Restrictions on certain types of visas (e.g., work, tourist, student).
- Deterioration of diplomatic relations.

Angola, Antigua and Barbuda, Benin, Bhutan, Burkina Faso, Cape Verde, Cambodia, Cameroon, Côte d'Ivoire, Democratic Republic of the Congo, Djibouti, Dominica, Egypt, Ethiopia, Gabon, Gambia, Ghana, Kyrgyzstan, Liberia, Malawi, Mauritania, Niger, Nigeria, Saint Kitts and Nevis, Saint Lucia, Sao Tome and Principe, Senegal, South Sudan, Syria, Tanzania, Tonga, Tuvalu, Uganda, Vanuatu, Zambia, Zimbabwe.
Bans already in effect for 12 countries
As of June 9, 2025, the US has completely restricted entry for citizens of the following countries: Afghanistan, Burma (Myanmar), Chad, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Republic of Congo, Somalia, Sudan, Yemen.
Another 7 countries have faced partial restrictions. This means longer visa processing times, suspension of certain visa issuance, and stricter checks: Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, Venezuela.

Political and legal reaction
The new restrictions are already causing a wave of criticism from human rights activists and democratic lawmakers, who consider the initiative “discriminatory” and “xenophobic.” Lawsuits are likely to be filed, as they were with Trump’s previous bans.
