Every construction begins with choosing a land plot
Choosing the right land plot is the first step in high-quality construction of real estate in Bali, and this is not so easy, because you should not focus solely on the beautiful landscape of rice fields. It is important to take into account the zoning laws that apply in Bali. Not every plot of land can legally accommodate a villa or commercial building. Some are intended for agriculture, while others are for tourism or residential use. It is important to make sure that the property you choose is located on land that is designated for this purpose, otherwise the legality of the development will be in question.
If you are a foreigner, you will not technically own the land, but you can rent it or buy it through a company (so-called PMA). When choosing land, always work with a reliable notary and legal advisor. This will save you from problems later.

Can a foreigner own real estate in Bali?
You can own real estate in Bali, how it works - first you enter into a long-term lease agreement (leasehold) for 25-30 years with a guaranteed right to extend for the same period. At the same time, the cost of the extension is fixed within the market framework, which provides a guarantee and understanding of the future price. The entire procedure is completely transparent and legal. You sign such an agreement with a notary and it is registered in the notary's book.
Permits and documents for construction in Bali
In addition to choosing the right land for your construction project in Bali, you need to obtain all the necessary permits and documents.
The two main documents for a developer in Indonesia are the Izin Persetujuan Bangunan Gedung (PBG) and the Sertifikat Laik Fungsi (SLF).
- Persetujuan Bangunan Gedung (PBG) is a permit issued by the local or central government to owners to build new buildings or renovate existing ones, in accordance with the applicable technical standards.
- Sertifikat Laik Fungsi (SLF) is a certificate issued by the local or central government to confirm that the building is in good condition before it can be used.
Depending on the size and purpose of the project, an environmental assessment may be required, especially if your construction may affect the surrounding area.
With these documents, the Indonesian government guarantees that the building is built according to the approved plans and is safe for habitation.

Quality of construction: what to expect on site
As in most other countries, the quality of construction in Bali varies significantly depending on the developer. In particular, AntaGroup uses high standards and quality materials. Construction is carried out in accordance with the National Standards of Indonesia (SNI), which relate to safety, construction, plumbing and electrical systems, as well as taking into account international standards.
AntaGroup adheres to high construction standards in its work, both in Bali and in Turkey. For example, 60 concrete trucks were used to pour the foundation on our ANTA Home Neon project. We tested the quality of the material in each truck, poured cones of concrete, placed a special chip in each container and took the sample to the laboratory, where we tested the concrete, which was immediately sent to the system via the chip. Thanks to this, we were able to see all the indicators of the concrete that comes to us, which allows us to make the most premium construction.
Materials also play a big role. Bali has a tropical climate, so you have to consider excessive humidity, termites, and even earthquakes. Concrete is the standard material for structures. Teak and ironwood are popular for woodwork due to their durability. Metal roofs are common, but they need proper insulation to keep the heat in. And natural materials like bamboo or alang-alang are beautiful if properly cared for, otherwise they won’t last.
Environmental awareness: building in harmony with nature
Building in Bali is not just about bricks and mortar, it’s also about harmony. The Balinese concept of Tri Hit Karana – living in balance with people, nature and the spiritual world – is often reflected in the way the land is developed here.
That means making sure to avoid sacred sites, building around trees instead of cutting them down, and considering things like rainwater harvesting, wastewater treatment and energy efficiency. In fact, many modern villas now incorporate eco-friendly systems such as solar power, wastewater recycling and composting – not just for sustainability, but because it makes long-term sense.
